Information Centre Vellamo - Terms of Use
1. Information Centre Vellamo
The Information Centre Vellamo is a joint information, education and research centre of the University of Helsinki Palmenia Centre for Continuing Education, the Library of Kymenlaakso University of Applied Sciences, the Museum of Kymenlaakso and the Maritime Museum of Finland.
The Information Centre provides its customers with scientific archive and information services with the goal of enhancing regional, national and international research, education, learning and leisure activities.
2. Rights of Use
All individuals are granted the right to have access to the library's collections and services on its premises. The borrowing of materials, inter-library and archive services and the use of electronic materials are subject to certain terms of use.
The borrowed materials must not be carried abroad without permission. Also, they must not be given to another individual.
3. Loan Services
Library Card
The use of loan services requires a library card. In addition to Vellamo Information Centre Library Card, the library cards of Kymenlaakso University of Applied Sciences and KYYTI Libraries are valid.
All individuals over 15 years of age and permanently living in Finland have a right to receive an Information Centre Library Card by presenting an official identification card and filling out and signing an application form. The corporate customers may receive a library card by presenting their current contact information and an application form signed by their company or organisation. By signing the application form the customer agrees to the terms of use of the Information Centre Loan Services.
The library card must be presented each time materials are borrowed. The card can only be used by the person to whom it is issued and the owner of the card is responsible for all materials borrowed on his/her card. The borrower must inform the library without delay about changes in personal and contact information.
The first library card is provided to the customer free of charge. However, a fee will be charged for the reissue of a lost or damaged card. In order to prevent misuse, the owner must inform the Information Centre without delay about a lost card, after which the card is cancelled.
If the owner fails to report the lost card in a timely manner, he/she is responsible for all materials borrowed on the card.
Customer Register and Security
The Information Centre reserves the right to register the borrower's identity number (Data Protection Board. Resolution No. 57/29.11.1993). The identity number is used for granting and cancelling the borrowing right and for debt collection purposes.
The customers are entitled to see their registration information on request. A description of the register of borrowers, as stipulated by Personal Data Act (No. 523/99), is available in the Information Centre and on its web site. The register is part of Voyager library registration system and administrated by the Library of Kymenlaakso University of Applied Sciences.
Loan and Inter-Library Services and Fees
The right to take home loans and reading room loans is granted in accordance with the practices and regulations of the Information Centre Vellamo operators' organisations.
The borrowed items must be returned, at the latest, on the day they are due. The loans may be renewed up to a certain limit unless the items in question have been reserved or are subject to borrowing restrictions. When the renewal limit has been reached, the items must be returned to the library. As a rule, all borrowed items may be reserved for a fee. The reservation fee will still be charged for uncollected items, or if the customer fails to cancel the reservation before the reserved items arrive at the library.
The use and borrowing of the materials available on the library premises are free of charge. The Information Centre will charge a prearranged fee for reservation, copying and inter-library services and overdue loans. In addition, a fee will be charged for lost or damaged materials and library cards. Furthermore, the customer will be charged for all costs caused by debt collection. If the debt collection leads to legal proceedings, the customer will have to pay the legal expenses in addition to the collection charges.
The information on the loan periods, principles of inter-library services, borrowing and payment procedures and the current rates and fees is available on the web site and in the brochures of the Information Centre.
4. Use of Archives Materials
The customers are allowed to use the archives materials only on the premises of the Information Centre. They must abide by the researcher's instructions and follow research room etiquette (written instructions).The archives materials must be either returned to the librarian after each use or stored in the researcher's room. The archives materials may be requested by a reservation form. The customer agrees to abide by the personal data and copyright laws as well as public regulations and separately issued instructions.
5. Use of Electronic Materials
All electronic materials available on the premises of the Information Centre are provided for research and educational purposes. When using the e-materials, the customer must abide by all terms of licence agreements.
6. Use of Facilities and Equipment
The facilities of the Information Centre are provided for research and educational purposes. When using the computers of the Information Centre, the customer must abide by the instructions concerning the information systems and networks given by the operators' organisations.
7. General Instructions
- Disturbing use of cellural phones on the library premises is prohibited.
- Information Centre will bear no responsibility for items left by custemres.
- Information Centre will bear no responsibility for any harm to the customer's own computer caused by the borrowed materials, or for any damage to a third party caudsed by the equipment of the information centre.
8. Cancellation of Borrowing Rights and Right of Use
A failure to pay fees or return borrowed items will result in the cancellation of the borrowing right. The borrowing right will be reinstated once the customer pays all his/her fees or returns the borrowed items.
The customer will lose his/her right of use if he/she deliberately damages the property of the Information Centre (for instance, by writing down notes on a library book), violates the licence agreements of the electronic materials, or disturbs other customers or the operations of the Information Centre.
9. Customer's Possibilities to Influence
The customers can give feedback on the operations of the Information Centre directly to staff or fill out feedback forms. The customers can make suggestions as to what materials should be acquired.
These terms of use were approved at the Information Centre Vellamo Board meeting 17 Oct 2007. The terms of use take effect 1 Sept 2008.
